BUG - Image Permission

Hello,
The problem I am facing is no matter what I do all the images that are being uploaded by admiror gallery is set to 600 file permission which leads to a 403 error failed to load resource.
Not really sure if this is something in the component itself or the server, however I don't believe it is a server issue since anything else is uploaded via any other component will always have the right file permission.
Also no matter what I set the folder permission to the file will always end up being a 600 permission.
Is this anything I can do with this like chmod($uploaded_file, 0644) ?
